Set the isolation mode. Sets the isolation mode of the tenant or of one project. In local_only or air_gapped, only local providers (vLLM, Ollama, LM Studio) and the declared internal hosts are reachable: an external route is refused in preflight (403 isolation_external_route) and the outbound call is checked again (403 isolation_egress_denied). Audited (llm.isolation.set). Requires a tenant principal with tenant_admin, platform_admin or security_officer.
