navin-manager tests need Go in /tmp/toolchains (or NM_TEST_GO). Docker is not available on this machine: make docker-* stops at docker-check.

Local environment

make install creates services/control-plane/.venv, make migrate applies sql/postgres, make start runs the API (python -m eai.main) and worker (python -m eai.worker); variables in make/backend.mk (COMPONENTS, ENV_FILE, PORT, MIGRATE=0, DB_WAIT).
