ADR-0102: Navin runtime without a declared graph

Context

The kit (section 2.2) forbids imposing a foreign agent framework on the Navin runtime.

Decision

The runtime follows the Navin architecture: AgentLoop, AgentRunner, subagents, plan, message bus, as a Python loop without a declared graph. LangGraph and Temporal stay optional adapters running the same step functions.

Consequences

Third party agents integrate through API, SDK and gateways, not by replacing Navin.
